If you feel fear, it doesn't mean you are not courageous.
Courage and fear can be simultaneously present within you, and at any time you can turn toward either one. Choose which you want to cultivate.
In the same way it is true for anxiety and calm, or anger and peace, or judgement and compassion.
The presence of one within you does NOT mean you don't have the other capability in you at the same time – it all comes down to which you choose to turn toward, and therefore which grows stronger.
